US State Department - Human rights report (2016)

This report covers human rights abuses during 2016. After referring to UNICEF's 2013 finding that ill-treatment of children held in Israeli military detention appears to be "widespread, systematic and institutionalised", the State Department referred to recent reports indicating that this conclusion is still valid in 2016. The State Department also noted that most Palestinian prisoners continue to be detained inside Israel.

Office of the Prosecutor of the ICC - Report on Preliminary Examinations Activities (November 2016)

This report summarises the preliminary examination activities conducted by the Office of the Prosecutor of the ICC between 1 November 2015 and 30 September 2016. During the reporting period the Office continued its preliminary examinations of the situations in Afghanistan, Colombia, Guinea, Iraq/UK, Nigeria, Palestine, Ukraine and respecting the Registered Vessels of Comoros, Greece and Cambodia.

Situation of human rights in the Palestinian territories occupied since 1967, Michael Lynk (October 2016)

This report has a section on children held in Israeli military detention. The Special Rapporteur notes that "as part of the dual legal system in existence in the Occupied Palestinian Territory, Palestinian children arrested in the West Bank are subject to Israeli military law (as are Palestinian adults), while Israeli settlers in the same geographic area are subject to the Israeli civil and criminal legal system."

UN submission: Children in Israeli military detention (July 2016)

This submission reviews recent developments in the military courts as well as analysing 393 testimonies collected from children detained by the Israeli military since 2013. The submission concludes that despite a number of changes to the system, UNICEF's 2013 finding that "the ill-treatment of children who come in contact with the military detention system appears to be widespread, systematic and institulionised" still applies.

B'Tselem - The Occupation's Fig Leaf: Israel's Military Law Enforcement System as a Whitewash Mechanism (May 2016)

This report considers internal accountability mechanisms. Ever since B'Tselem was established more than 25 years ago, it has applied to the MAG Corps regarding hundreds of incidents in which Palestinians were harmed by soldiers, demanding the incidents be investigated. Since the second intifada began in late 2000, B'Tselem has demanded an investigation in 739 cases.

UN Secretary-General's Annual Report on Children and Armed Conflict (April 2016)

This report highlights global trends regarding the impact of armed conflict on children in 20 locations, including Israel and Palestine. In 2015 there was an increase in the number of Palestinian children arrested and detained by Israeli forces and prosecuted by juvenile military courts in the West Bank. A worrisome development was the recommencement of administrative detention of children.

This report covers human rights abuses during 2015. After referring to UNICEF's 2013 finding that ill-treatment of children held in Israeli military detention appears to be "widespread, systematic and institutionalised", the State Department referred to recent reports indicating that 61 per cent of minors continue to report being subjected to physical violence and 96 per cent are denied timely access to a lawyer.

ACRI: Arrests, interrogations and indictments of Palestinian minors in the Occupied Territories: Facts and figures for 2014 (February 2016)

This document compiles the key findings arising from police and military responses to Freedom of Information requests sent by ACRI concerning the arrests of Palestinian minors. This forms part of ACRI's monitoring of the activities of the military rule in the Occupied Territories. The figures appearing herein relate only to the year 2014 and only to the West Bank Area.

Report of the Special Rapporteur on the situation of human rights in the Palestinian territories occupied since 1967, Makarim Wibisono (January 2016)

This report includes a section on the detention of Palestinian children. With respect to the situation of child detainees, the Special Rapporteur expressed astonishment at the openly discriminatory approach signalled by the rejection by Israel of the following recommendation: take all steps necessary to ensure that Palestinian children in military custody receive the same level of care and rights as provided by Israeli criminal law.
